Consolidated Billing: Combine Cloud Bills for Bigger Discounts
Consolidated Billing is like a family phone plan for AWS accounts. It rolls multiple accounts into one bill, letting you share volume and savings plan discounts across the entire organization.
Why it exists
Managing dozens of separate AWS accounts, each with its own bill and payment method, is an operational nightmare. This separation also prevents smaller accounts from individually reaching usage levels required for volume-based discounts, leaving money on the table.
The mental model
Think of an AWS Organization with consolidated billing as a corporation with subsidiaries. The parent company (the management account) handles all finances, receiving one master invoice. It aggregates the spending of all subsidiaries (member accounts) to negotiate better deals with suppliers (qualify for AWS discounts) and then allocates costs internally.
How it works
You designate one AWS account as the "management account" within an AWS Organization. All other accounts you invite become "member accounts." AWS automatically rolls up the usage and costs from all member accounts to the management account. The management account receives one single bill and is the sole payer. Member accounts receive bills that are for informational purposes only; they cannot make payments against them.
When to use it
Use this as the default for any company with more than one AWS account. It's essential for separating environments (dev, staging, prod), departments, or projects while maintaining centralized financial control and maximizing cost savings. It is offered at no additional cost.
When not to use it
It's not suitable for completely independent business units that must manage their own finances and payment methods directly with AWS. If an account requires total financial autonomy, it should remain a standalone account and not join an Organization as a member.
One canonical example
A company has three accounts: one for development, one for production, and one for a small data science project. Individually, none qualifies for a significant volume discount on S3 storage. By consolidating them, their combined S3 usage crosses the threshold for a 10% discount. The management account pays the single, discounted total, while Cost Explorer can still show the individual usage for each account for internal chargebacks.
